Project History
Enterprise Licensing Application
Led the software development team as the product owner in the initial launch and subsequent releases of a licensing application for the State of Iowa.
Filling the roles of business analyst, project manager, product owner, and quality assurance, I led the team in creating this enterprise application. I started by documenting the business requirements and translated them into user stories and features. Then I facilitated the team in our sprint planning, backlog grooming, sprint reviews, and retrospective meetings.
The team successfully migrated legacy data and launched the application for IDPH-LPP. We settled into a great cadence and continually released new functionality to the application. We continued to add functionality and features for the different agencies added to the application until our contract with the State of Iowa ended.

Custom Licensing Application for IDPH-PMSB
Launched a custom licensing application seven months after the State of Iowa passed a new law requiring the licensing of plumbers and mechanical workers and actively supported and enhanced the application for the next six years.
I started working with the state's SME right away to gather and document the requirements. Since this wasn't the only unfunded mandate, our company took on two custom licensing applications, which spread our resources very thin. I had a single developer assigned to create this new application, and I took on roles of business analyst, project manager, quality assurance, and trainer in order to meet this project deadline. We launched the new application in February 2021.
We worked with the state partner to include a paper processing fee, which was enough of an incentive for 95% of the applications to be submitted and approved via the application. The application created 15,000+ licenses, saving the state hundreds of thousands of dollars compared to having to manually process all the applications.
