Oman had advanced its digital government agenda, but services remained fragmented across multiple platforms, with limited integration, inconsistent standards, and no unified user experience. Citizens had to navigate multiple portals, while entities lacked end-to-end performance visibility. The challenge was to enable a unified, citizen-centric one government model under Oman Vision 2040.

I led the delivery of Gov.om as a phased, value-driven national platform using a hybrid approach that protected the originally approved budget while enabling agile delivery. I broke the multiyear transformation into 6-month increments, each creating tangible value for specific stakeholders to sustain buy-in. I established a governance framework across 10+ entities, a single front-door product concept supported by a scalable architecture, a national design system, and user-centered service design standards. I delivered a centralized BI dashboard, enabling real-time visibility into service use.

I onboarded 290,000 users in five months with 83% satisfaction. I integrated 88+ services, doubled delivery speed, and cut digital service delivery costs by 32%. I built the first cross-government BI dashboard, achieving a projected 4.6x ROI.

Following a major merger, the client needed to optimize internal processes to support growth at scale. Leadership had set a clear vision to use data, digital, and emerging technologies and reduce reliance on manual, siloed processes with low digital maturity, weak controls, and limited visibility—driving the need for a dedicated enterprise-wide automation program.

I first led the enterprise-wide assessment of automation opportunities, then established and ran the program management office (PMO) as the governance and delivery engine for the transformation. I built the PMO from the ground up, defined project manager roles, hired and coached the team, and introduced delivery processes, templates, reporting, and control mechanisms. I then drove the program through structured planning, prioritization, governance, change management, KPI tracking, and benefit realization, turning automation opportunities into a scalable, disciplined delivery model.

I delivered 41 initiatives, four technology platforms went live, 15,000+ hours were saved annually, critical process turnaround dropped from days to minutes, audit issues were resolved, and full regulatory compliance was achieved.

The client expected business growth in the upcoming period that would significantly increase application volumes beyond what the existing team could absorb, and ramping up new staff would take too long. At the same time, the target processes were deemed too complex to automate effectively due to heavy document handling, data extraction, confidentiality requirements, and validation requirements.

I led a fast-track automation delivery approach built around phased, workable outcomes rather than waiting for a full end-state release. I set up the team to run the feasibility study, map as-is flows, quantify volumes, isolate automation scope, and design to-be processes and solution architecture. To handle business process complexity, we combined RPA with ML, used data obfuscation for secure model training, implemented fuzzy matching to handle inconsistent customer identifiers, and designed modular, parallel robot execution to meet turnaround requirements at scale.

The 1st process went live in less than five weeks. The project reduced human effort by 95%, saved 20,000 hours a year, cut turnaround time by 67%, ensured full regulatory compliance, and enabled 18x higher application volumes with no added headcount.
