  • Advised the government of Bulgaria on the design of its mass privatization program for the sale of more than 1,000 state-owned companies. The scope of the work included defining the overall mass privatization framework, creating the criteria for selection of the enterprises to be included in the program, the auction format, and the institutional framework for its implementation.
  • Developed and implemented pilot privatization programs in four major cities of Bulgaria. The project included the development of the selection criteria; negotiations with the local authorities, political parties and trade unions; negotiations with the companies' management to onboard them; tender document preparation; legal support coordination; and tenders implementation.
  • Advised the Ministry of Agriculture on the privatization of 26 companies, leading a team of 45 experts. The scope of work included selection criteria development, privatization plan preparation (overall and by the company), valuation, and tenders methodology preparation.
  • Created the business valuation methodology which was approved by the Counsel of Ministers. It also included training program development, together with the American Society of Appraisers, and the creation of a self-regulatory body of business appraisers.
